Make safe is not the same as final repair.

Immediate control

Making the area safe.

The first requirement may be to isolate the defect, control vehicle or pedestrian movement, or carry out suitable temporary work. The action depends on the condition found and how the site is being used.

Follow-on work

Completing the repair.

A lasting repair may require failed material to be removed, the area prepared and asphalt placed and compacted. Where failure is widespread, planned resurfacing may be the more appropriate route.
